how can i publish asp.net project that is connected with sql server on godaddy so that database functionality and operations work perfectly.

Don’t. Get away from GoDaddy ASAP. They are the worst web hosting.
Expensive, crappy customer service, borderline criminal activity. Just do a google search for “godaddy problems” and weep

Transfer the domain out as soon as you can…if they let you. One of the big problems is them putting so many hurdles in the way of transferring domains out.
In the future, use a reputable domain registrar (I can recommend https://PorkBun.com) and a dedicated and reputable host (I can recommend https://webdock.io).
As to your question, I’m not familiar with how GoDaddy works, but you need .NET installed to run an ASP.NET project, unless you’re using the new self-contained executable option (but that’s usually overkill for a self-hosted project)

Don't recommend to run your .net with Godaddy. To host your .net on the server, you just need to upload all your files using FTP or WebDeploy, then for database, you just need to create it via control panel. If you want to host .net website, I would recommend you to find hosting provider that focusing on .net, for example Asphostportal. They are value for money.
