Most rises/waistband height just follows macro fashion trends. So the average person hardly even thinks to have a preference
It's just "how it is"

Typical soundbite is higher rise = elongates legs visually and makes tucking in shirts easier as they don't ride up
Higher rise also looks better when buttoning a sport coat
The height of a waistband I think is kind of like the width of a lapel. Absurdly wide or super narrow are statements in a way. Standard height is just whatever matches your belts well. So dress pants you probably wear a 1-1.25" belt, so a 3" waistband would look off, and a 0.5" waistband wouldn't fit mechanically
In general I think whatever doesn't make you go "huh, odd" is fine. Anything else, you're just having fun, which is fine too
Formal pants tend to have a taller waistband ..... or it just looks that way without belt loops or side adjusters? Hmmm
Minor variations I'm not sure you would even notice. I've never specified waistband height
