do you have gameplay measurements? the home screen does not move much
Two questions, what kind of launcher is that? Does that happen to be a complete overhaul skin of the Steam Big Screen UI?? Looks sick.
Also, how does it feel if you turn off the overlay? Because I've been having an issue that I also just recently posted in the help section of the performance overlay killing my FPS.
can you check what the gpu wattage is in a game running in gamescope session? as i assume thats where the issue is

Maybe, but it doesnt do that all the time, sometimes a reboot can temporarily fix the issue
I'm getting the same issue on a fresh install of Bazzite. Did you ever find a solution?
