Visual Studio Code takes 390mb for me

I don't have good pc
most likely atleast notepad++ can work with extensions

though for a beginner, I can only recommend Visual Studio

Neovim is the smallest but definitely not for a beginner (unless you are used to neovim / vim)
as neovim is terminal based, it requires to know a lot of hotkeys. But takes minimimum amount of RAM and disk space and can be used by the lowest of end machines
Just that it's hard in general
There are distros that makes it easier, but it still is fairly hard.
