Wardrobe suggestion for UK winter
Looking for wardrobe advice visiting England and Scotland in early December. How cold does it get and would I need winter boots or sneakers would be enough?

Sneakers will probably be fine. Early December should be fairly mild (0° - 10°c) for the most part, but might be wet. Depends how far into Scotland you're going.
The touristy spots in Glasgow and Edinburgh.
Likely to be pretty wet, but most people you see will be wearing sneakers, you won't need any specific winter boots for the city
And yeah I would plan for temps around freezing or slightly above.
Average temps ~40⁰F
Just be aware that being on the west coast Glasgow get's a lot of rain. So consider bringing waterproof/resistent clothing and think of that when picking your footwear
Depending if you're doing touristy indoor things you may just need a long rain coat which is lightweight and a cheap umbrella (buy over here), Then wear heavier warmer stuff underneath
