Problem domain transferring

Hello, When I try to move a domain from Namecheap, I encounter the problem shown in the picture I have my PayPal account linked to Cloudflare account but I don't believe the issue is related to it

There are some restrictions when transfering a domain to limit illegal activities. One of them is you need to wait 60 days between the purchase/transfer of the domain to be able to transfer it
