Rate limit per ip
Is it possible to rate limit an ip? Today an obscure bug in our app caused a single ip to spam requests.

You can use free unmetered rate limiting to rate limit per IP: https://blog.cloudflare.com/unmetered-ratelimiting/
The free options are a bit limited, but can still be used in cases of lots of requests just spamming
