✅ input and output file help with 2d arrays

Hi, using an input file, i must figure out the total rows and colums this 2d array has with the first line being two integers stating the row size then column size while the remains is the 2d array. I am unsure how to take the info from the first line and in turn make that the size and width of the 2d array
