Files stuck in Upload folder

I have about 200 files stuck in Upload folder after uploading 100,000 photos using Upload CLI. I reran storage migration but the stuck files remain. Are these bad transfers and can they be deleted?

You can make sure that they get generated by dragging and dropping them into the web interface

Should I move them to another folder before trying to upload them again?
