Quality? Looks? I don't think many people here are into fleece hoodies, so you probably won't get much support for it, but you should wear what you like and not be deterred by strangers on the internet.
Btw is the one I even linked polar fleece? It says it is but looks more like Microfleece to me?

If you’re not set on a hoodie I do like Eddie Bauer’s snap neck fleeces, and I think they can be on sale around or under $40.
Probably a decent brand to check out in general for affordable fleece
