redirect rules

I want to make it so that anyone with an IP from Portugal or Brazil, when entering ./en, is redirected to the home page. If you are not from Portugal or Brazil and try to enter the home page, you will be redirected to ./en. To do this, I used cloudflare's Redirect Rules but it's not working. What did I do wrong?
