For world textures to load correctly, you need to have enough VRAM to spare and have FiveM on a fast drive. If the problem persists, you can try raising the Extended Texture Budget value on Pause Menu's settings.
Pause Menu > Settings > Graphics > Extended Texture Budget

How to work around disappearing or low-quality collisions, textures, roads, walls, etc. 1. Check whether you have enough VRAM using cl_drawperf 1 in F8. 2. Try putting your FiveM and GTA installations on a fast drive (typically an SSD). 3. Raise the Extended Texture Budget setting within the pause menu:

put everything on potato normal i thought it might be my graphics being too high so i rebooted and it still doin it

You seem to have pretty solid specs though, try to run texture setting on normal and set everything else on high
