its the both and when it works approach
desktop or mobile first isn't something to do with what techniques you use to lay out your site, it has to do with which screen you do your initial implementation on. For mobile first, you start with a narrow screen and lay everything out as if you're designing the site for a mobile device, then you widen the screen and fix any issues you have on a wider screen. Desktop first is the other way around, you make the wide design first, then narrow the viewport and fix any problems.
I prefer mobile first, because it's a lot easier to stretch a design than it is to shrink it. It's potentially less work too. A mobile site will work just fine on a PC, though it'll require more scrolling than people are used to. A destop site on a phone isn't usable.
