Heading to an outdoor wedding with a semi-formal dresscode in the Seattle area in October.
Would it be appropriate for me to wear a t-shirt, blazer, chinos, and loafers?

GSemi-formal means different things to different people and, without knowing the couple, I'd reach out to ask what they expect. Since you do know the couple you should maybe have an idea but since you're asking about this... well
GMore specifically, tshirts don't go with blazers or sport coats. Wear a dress shirt or something adjacent to it at least.

GYeah people tend to be pretty casual, but people still dress up at least somewhat for weddings, and tshirts just don't go with tailoring unless you're very trendy ;)
YYeahhhhh. Could go sweater depending on the weather. I’ve just learned not to over estimate Seattle formality levels.
