shoulders too tight, but sleeves too loose
When I try small sized shirts, the shoulders are always too tight, but the sleeves are a bit long (comes past the thumb). Mediums have way too long of a sleeve and the torso length also gets too long.
Is my only option custom tailoring every shirt I get or are there brands which are better for short and broad shouldered men?
I'm in the US if that matters.

You can always hem the sleeves. Or roll them up. And if you shrink in wash, the sleeve shrinks more. Go with the medium
What kinda shirts? A lot of dress shirts do neck and sleeve sizing which might be easier for you
Casual shirts, like linen shirts with button down collars and flannel shirts
