Using Stream as transcoder against the tos?

Would using Stream to convert videos to different bitrates and downloading it programmaticaly (to host it somewhere else) be against tos? The reason for question is that offering free access to videos would be prohibitively expensive.

Downloading a video is billable (video length => minutes viewed) so I don't see why it'd be an issue. https://www.cloudflare.com/service-specific-terms-developer-platform/#cf-images-stream-terms It says "Videos hosted or encoded by Cloudflare Stream must be served using Cloudflare Stream. The use of third-party content delivery networks to deliver videos hosted or encoded by Cloudflare Stream is not permitted, and such activity may result in suspension or termination of your Cloudflare Stream Services." which I don't really know how to interpret.

Oh "Video(...)encoded by Cloudflare Stream must be served using Cloudflare" - it seems that its forbidden then. Thanks for reply and link.
