Does it look weird to wear a suit jacket/blazer and a tie without matching pants like this?

In this case yeah, since it comes across like an orphaned suit jacket rather than a blazer imo, and the dark shirt and very red tie don't help
Yeah this isn't a good look.
* the jacket doesn't work as an odd jacket
* jacket is too short
* the tie is very saturated in an unappealing way

I assume you own the jacket and need to make the best out of it? While this isn't my favorite jacket to try to make a blazer out of, you can still look to europeans (who wear definitely-suit-jackets separately more often) for inspiration.
If I had to take a whack at it, let me think, from my own closet, I'd think about either blue or brown trousers (either reddish brown or my lighter, tawny-ish ones.) I'd stick with a white or ice blue shirt. If you want a red tie, look for a nice maroon/burgundy rather than a politican-red, if it's plainer, or a brighter red one with a lot of texture (like grenadine) may be possible. Though I don't love a bright red tie with that jacket at all personally.

It looks wrong partially because your jacket is a normal fit while your pants are way too tight.
Getting measured by a professional is good. Sometimes you get measured by a sales guy who tries to put you into something too tight because suitsupply sales people love to do that. Don't let them. You want a clean front, clean back, no pulling or just the slightest hint of pulling at the main button, and you want the hem long enough to fully cover your butt and be about level with the crotch of the pants.
I wasn’t able to get measured because they only do measurements if you are gonna buy something on the spot.
I was able to try a 40s suit jacket that fit really well but I have no idea what the measurements were. I looked at some online and apparently they were 18in
But the 18in blazers/suit jackets I have are too large
get a. easure tape, try on the clothes, and measure it yourself in the dressing room
measure shoulder to shoulder, back length, armpit to arm pit, shoulder to cuff. remember to button up the jacket when u do it
