1 - you buy an application certificate. Same as you would buy a certificate for a domain, to have https instead of http
With that cert you'd sign your app.
2 - is it a desktop/mobile project?
3 - when searching for this online, what have you found so far? What have you tried?
To avoid SmartScreen you'd need an EV cert, which are expensive
For my domains i have been using free certificates and its just fine, Its for desktop (c# winforms .net), i found some that block the program from being ran and says that an update is required.

Thanks for the info, i was searching and what i saw was exactly that and the cheapest was +200 and for what i do i dont think its the best option. But since its for me and friends its not super important.
