styling advice for these shoes?
I bought these at goodwill for $10 three years ago and have worn them I think three times—once because I was excited they were new, once to a school semi formal dance, and once to a memorial service with my grandparents. I’d like to wear them more but I am so lost on any outfit they could work with. Here’s today’s attempt to put them into a fit…

Those are wingtip oxford dress shoes. They're not really meant to be worn casually. If I were you I'd polish them up and wear them with a suit as a wedding guest, cocktail events, semi-formal parties, stuff like that.
Definitely absolutely get em nice and clean, they should be much shinier than that.
They're most at home with a suit or at least a sport coat and trousers, but nobody will arrest you if you experiment with dressing them down. Google images for inspiration, etc.
