ive found that using moisturizing shampoo can help reduce flakes, assuming your flakes are dry

Seborrheic dermatitis could be a cause. You can try over the counter Ketoconazole shampoo. Prescription strength would have to be prescribed.
Go see a GP, i had a yeast infection type thing that was only fixable with prescribed shampoo. Had tried a lot of different products but nothing seemed to help
I use selsun blue. It can be a good idea if you find multiple products that work and switch them every now and then.
Flakes can come from an overly oily scalp, in which case it's dandruff, or a dry scalp. Make sure to know which you have before trying a shampoo. In general if the flakes are yellowish it's dandruff, but if they're white, it's dry scalp
