What are these shoes called and how would I style them?
I like how his shoes look in this photo (I know its a bizzare photo). I'm 19 and looking to start wearing shoes other than sneakers (for dinners and things like that). What kind of pants would I be able to wear these shoes (and what are they called) with?

Frank Ocean is wearing black leather Oxford's from Prada which retail at around $1000. Classically 'oxford' shoes are worn with a suit.
I would recommend black mono Doc Martens for a similar vibe. They're derbies target than me Oxfords. Derbies can be worn more casually with jeans or chinos.
The chunky sole here is also not what you'd typically find on an oxford. You could go for boots or chunky derbies for a similar silhouette.
