I don’t think most of the people here have any experience at all with bedrock servers and will probably just end up recommending paper (java) with geyser even though I doubt that’s what you want

sure does, i can use em in the console, but i want the other ops be able to shut the server if needed yeah its just a tiny server for my family and i want my SO able to shut it when they're done so the kiddo doesnt sneak in and keeps playing im away from them rn so my SO doesnt have physical access

theres a permissions.json file in which the UUIDs of mine and my SOs accounts are entered as ops

Please use a paste service instead!
Paste services are more mobile friendly and easier to read than just posting a log file

For safety reasons we do not allow executables to be sent as they might contain malware. If you're compiling for someone please DM them and as a reminder. We cannot verify if a compiled jar has not been tampered in any way

From what im reading on the wiki, the stop command requires permission level 4, op defaults to permission level 1. I do not see any way to change the op permission level in server.properties

You should be able to change the OP permission level in server.properties

Minecraft Wiki
Permission level
Permission level is used to describe permissions of a player or a command executor. For example, in Bedrock Edition, /setmaxplayers can't be executed in a command block, because this command requires executor to have permission of level 3, while command blocks have a permission level of only 1.

I literally just linked it Where it says it can be changed
For a player:
If in dedicated server, the player's "Operator Commands" option is enabled in the "Player Permission" screen, their permission level is 1 by default (which can be changed in server.properties).

Probably something that you can manually type in, assuming what I linked is correct
