0 cool-down but still fled
I waited until my cool-down is 0 and I tp to another place to catch a Pokémon and of course the cool-down is still 0 but when I tried to catch the Pokémon it just fled

You did something to reset your cooldown timer. In no other situation will this happen. Get off the game for two hours and try again.
I turned off my phone for 2 hours went back and the timer says 0 then I did nothing else than tp to another county and trying to catch a Pokémon and it fled
After I tp to the county the timer still says 0 but it just won’t let me catch any Pokémon
