at $30 you need to thrift or hit a clearance rack at like a Forever 21 or something. altho they don't typically have those sizes
unlikely you'll find a high quality one at $30 without resale or final sale, as far as I've experienced anyway
I got my Levi’s jacket for $40 from an outlet and I’ve had it for 10+ years at this point so definitely worth the price

ok here's something you can do
In the city where my apartment is for university
possibly slightly unethical but fuck it you need clothes
order a couple of Levi's truckers to a store at the mall (Macy's prob has extended sizes to ship to the store)
try them on at the store
bring a tape measure
whichever one fits the best, take the measurements on it
take these measurements and write them down (e.g., notes app in your phone)
then return the jackets to the store
now that you know your ideal jacket measurements, go onto eBay and click through the listings in the link I gave you
hopefully one out of those 160 will have suitable measurements for you and also be a jacket that you like the look of

if youve got a button front shirt or maybe even a sweatshirt or hoodie that fits well you could measure that and keep in mind that youll want a denim jacket to fit a bit bigger

Levi's runs a lot of sales with stackable codes, and denim jackets like that hitting $30 or below is seriously not uncommon, just gotta be patient and keep track of their sales

For sure, but they'll probably go on sale! I have tabs open in my browser I just refresh periodically to see if shit has gotten any cheaper. And Levi's always has sales + codes, etc.

Any denim jacket you're going to find for $30 probably isn't going to be the best quality. You could do a lot worse than a used Levi's jacket

This is as good as you're gonna get in your limitations
If you do go the eBay route at some point though look for a seller that offers free returns just in case.
