What are the basic features my Factions server should have?
Im making a factions server (if im correct on what is means), i know i should include towny what else should i include there?

Towny is essentially a non-grief type of factions. Towny will just give the factions more land claims. Factions will do this on its own, the MassiveFactions plugin.
You can still allow grief with Towny, but definitely just use the Factions plugin already developed https://www.spigotmc.org/resources/factions.1900/
