Most "formal" outfit with shorts?
Thinking polo or short sleeve button down + loafers or boat shoes. What do you guys think?

Probably. I do hate it but in this case, the guy had a very specific event in mind and it made sense (in the, 'that's unusual but definitely roll with it since it's gonna be a thing' sort of sense.) I can't get into it at all, super weird to me, but... /shrug
it might be more helpful to list what you're dressing for and get feedback on that
