Also very important: are you after workwear chinos with thicker twill weaves and more rugged detailing, or dressier chinos with hidden side seams that would be better paired with sport coats?
wide(r) legs, prefer pleats but not a requirement, high rise
lightweight ones for summer are nice
and i prefer dressier ones
Rota, Berg&Berg, Canali, Corneliani
Many of the Italian designers that make good suits make good chinos too

agree with ben here that ralph lauren andrew pants are gonna be the best
they're dirt cheap and the fabric and construction are great
