xms is minimum, xmx is maximum
there is jvm overhead so xmx isnt max max
so what should I set this with 11gb ram?

if you're swapping to disk, you've already failed.
do not swap. seriously. it's so bad for your performance in many cases.
if you crash at 10GB, then went to 9GB because it worked, why do you think bumping it to 11GB was ever a good idea?
plus, you don't need this much memory unless you're fairly modded. stick with 8GB, tbh.
My tps is dropping 60-70 players
