you can just remove the permissions for everyone to the commands
thats the problem my luckperms is linked via a database to all my servers and i only need it disabled on one server

that is literally the answer
using contexts you can set permissions per server
He's telling you to setup context for your permission nodes. IE if you don't need economy permissions everywhere you setup context so you can only use them on certain servers.
