Since you are using 1.16, you can try using v6 of plotsquared
v7 is still fairly new
probably v5 to be completely honest. v5 was the release that last targetted 1.16, and v6 requires Java 17 to run
apparently it still works on 1.16.5
tho idk if your server jar supports java 17

just use purpur, afaik airplane still existed during 1.16.5 which is what pufferfish basically forked

have you tried plotsquared v6?
you can also try deleting the config files and see if it re-creating them fixes it

Do you know where the config files might be? Since they arent in src/resources
of the source code
maybe it's created by code and it would happen after the database creation so thats why its dying?

@sprisa Can confirm that I got the same error on 7.0.0-rc2 and didn't get the error on 6.11.1
with some java flag to not check the java version
