How to deactivate persistent mobs when holding items in hand?

Almost a natural form of lag machine on all servers, I tested Let Me Despawn but the plugin version has a bug that duplicates mobs with items in hand, creating a much worse situation.

Any alternatives? I can't stand to go manually after using Insights and clear an absurd amount of zombies holding rotten flesh, bones, eggs every week...
