For world textures to load correctly, you need to have enough VRAM to spare and have FiveM on a fast drive. If the problem persists, you can try raising the Extended Texture Budget value on Pause Menu's settings.
How to work around disappearing or low-quality collisions, textures, roads, walls, etc.
1. Check whether you have enough VRAM using
cl_drawperf 1 in F8.
2. Try putting your FiveM and GTA installations on a fast drive (typically an SSD).

If you’re new to the server you’ll have to download more assets again since you’ve cleared your cache which is why we suggest not deleting them. Adjust your graphics settings
