Ok, could you give us some more info about your server? Such as what version (latest?), what software (Paper? Forge? Fabric?), and what plugins/mods you are using?

It could be a greif protection problem. Could you place and use saplings anywhere else? Was it in a claim?
Are there any errors or messages in logs when a user places a sapling and tries to use it?
