Some can connect, some can't

Quick question. I have a household of 5. We're all on the same network, and all have allowed minecraft and java through the firewall. (I've even disabled firewall momentarily to verify.) However, three of us can connect to the server (I am the server owner) and two of us can not connect. They get a generic "Connection timed out." We have pretty good hard wired internet connection, and I know for a fact that the windows defender firewall is not an issue. Is there any specific reason why some of us can connect to the server, and some can not. For more information: It is a vanilla server running on my desktop (not dedicated) I have verified that there is no whitelist, and the max player count is 20 Firewall is not an issue for anybody What can I do to further figure out why some of us can connect and some can not. Thank you!
