If you type “clear” in F8 it could load in more, if it doesn’t work leave the area & come back if people don’t load you might need to adjust your graphic settings

Will /preload do anything?
I wouldn’t suggest that it’ll download all content he just can’t see people have you tried leaving the area? Or adjust your settings?

yes, ive done that multiple times. ive restarted my game atleast 8 times now
Will a fresh install of fivem fix this issue? As long as he backs up his files

Fresh install and a backup of his kvs folder fixed the issue 
adjust your extended texture budget until you see them. Solves most of the problem
Wasn’t his issue, it’s fixed anyways
