cloudflare stream cost?

Hi, does cloudflare stream charge $1 per 1000 minutes regardless of the number of viewers? I am currently confused by the article below. https://community.cloudflare.com/t/video-hosting/332294

is this Cloudflare stream like Vimeo hosting? if yes what will cost me for 8000 GB / monthly for bandwidth

The minutes there is minutes delivered. So if you have 10 users watching for 100 minutes, you'll have 1000 minutes delivered
