I'd try and search #📞|support if you haven't already to see if that error has been screenshotted and addressed. Otherwise this could be firewall (doubtful)... try resetting your dns cache and winsock catalog. open a CMD, Type “ipconfig/flushdns” and press the enter button. After that, type “netsh winsock reset” and hit the enter. You can try and switch your DNS servers under IPV4 Properties in your adapter settings, I use googles just fine. After all this reset your PC. The only other thing I can think of potentially, is an issue connecting the rock* launcher with FiveM. Last line of defense I'd make a copy and backup any game settings from Appdata/Roaming/CitizenFX and reinstall FiveM after confirming you can fully load into GtaV story. Best of luck.

I am a developer myself and I am aware of these such as dns caches
I have done ipset reset , nothing changes
which means its server side and not client side
