Could be various reasons:
1. Some aircraft’s/boats are either only accessible from PvP lobby, or they are accessible through having a Ultimate Supporter Rank. The supporter rank also includes being able to spawn aircraft’s/boats in chill lobby but the exception of not being able to spawn PvP-related vehicles
2. Could be connection issues or graphical issues, meaning if it’s your first time spawning those vehicles, it might take some time for them to spawn in
