Change Allow policy from members to everyone

I had an Allow policy that restricted access to a list of emails but now I want to allow everyone so I changed the Selector from Emails to Everyone. How long until that change takes effect? 5 minutes later and I'm still seeing a login screen

You will want to add a Bypass policy. Allowing all emails still asks everyone to log in, it just accepts any email address entered.
