modals don't work on create-t3-turbo

https://github.com/HonestCodeWasTaken/test-headlessui-modal I dont really understand why creating a project and installing headless ui leads to this obviously this makes no sense, on my other project that uses create-t3-turbo structure it works properly. at this point im not even sure if im at fault here, maybe there are some underlying bugs with the template or headless ui that dont let modals be normal. It would probably make sense to post this @ #ct3a-meta but let me post here for now.
