Root access is authorization to execute any command and access any resource on a device. (Administrator Rights)
With that it is possible to inject code into a running application run commands on running applications access memory and more.

but rooting or jailbreak just edits the original pokemon go app
For Spoofing this is something that is considered "safe" because you can run a MITM client on your device with the original Pokemon Go app.
But that is not possible if you don't have root access as you cant access the information needed.
That's where modded Pokemon Go clients come into play (PGSharp, iPogo), those have a build in MITM client running but to archive this they need to be modified from the original Pokemon Go app. And that is the problem we face because a modified app can be detected thus may lead to a ban quicker than using code injection with root access.
