Issues when installing valorant

Im trying to reinstall valorant and every time i open the launcher it tells me to give it permissions to install riot vangaurd even though its already installed, ive tried deleting it but it wont work no matter what i do, i try to install an update but it stays on 0%. and half my cpu is being used by 2 vanguard services, please help me
