How to design a page from jpg design file?

Hey. I am trying some frontend mentor challanges, but it comes with just a .jpg file showing how it should look. Whats your best app to detect pixel sizes or to make it work like in cssbattles where you can drag a line showing what to change? (I am using Windows 10 if that matters)

don't focus too much on getting things pixel perfect though, it's not a good use of your time

I know it doesnt have to be pixel perfect. I just wanna make most of it, and I like making things exactly as it is (for my personal fun).
