after i restarted i randomly started getting fps issues

It might be your PC, considering your CPU and GPU temp. Perhaps maybe you should take a break from computer games and unplug your PC and give it a rest. Wait for a week or 2 and see the temp after an hour of using the computer.

Fps drops is generally related to high cpu usage so try to reduce the workload on ur cpu?
Looking at this it feels like ur cpu is definitely the problem
my laptop has an i9 11900h
so I don't think so
it doesnt matter how strong your CPU is
all CPUs can still overheat
especially an i9
i'd still highly recommend taking a break for a week or 2
in my perspective, you got 2 options, one is to take a break for a week or until the heat wave is over or, go to a computer store and do an inspection on the computer
