It might be your PC, considering your CPU and GPU temp. Perhaps maybe you should take a break from computer games and unplug your PC and give it a rest. Wait for a week or 2 and see the temp after an hour of using the computer.

Fps drops is generally related to high cpu usage so try to reduce the workload on ur cpu? Looking at this it feels like ur cpu is definitely the problem

i'd still highly recommend taking a break for a week or 2 in my perspective, you got 2 options, one is to take a break for a week or until the heat wave is over or, go to a computer store and do an inspection on the computer

it won't go 30 fps even it was throttling do u have razer cortex running? try to exit or update it there was a version before which would cause unexpected frame caps
