What nesting is correct?
Please tell me if it is possible to nest buttons in nav or li. Let's say I make a header menu and want to make a burger button, then should I make an additional shell and insert the button there along with nav, or not?

Yes, I mean nest everything in a div or you can move the buttons to the nav and reduce the amount of nesting
I wanted to make a menu, not as usual, when they make a button through a span and assign a z-index to it, but so that the close button is on the burger menu, and the open button is separate

If I understood you correctly, then I should use the option with an additional div wrapper as in the example, and not insert buttons into li
