unstable ping in hongkong server.

on my server lists it says that i have around 20ms on hongkong servers, but when i get into a game my ping goes up to 95-100ms, i tried singapore servers and its more stable compared to hongkong. Does anyone know a fix to this or just a reason why this is happening?
