Valorant frozen?

Whenever I try to open valorant (without admin) I'm left with this picture due to "BootstrapedPackagedGame" not being accessible or whatever? However, when I do open valorant with administrator the game will be stuck frozen forever IF I'm tabbed into the game, if I'm tabbed out of the game it works completely fine however when I click on it the game will complete freeze and my cursor will start flickering, any idea on how to fix this? (i uninstalled and reinstalled valorant multiple times)
