Iirc, van9003 means that your TPM chip is disabled
How do I enable it?
Something with tpm

It could also be secure boot
Open search and type sysinfo32
Open the first app (system information)
Find secure boot state
Is it on?
If sysinfo32 doesnt work try msinfo32
