That's completely your internet. Figure out what's causing if you want to fix it.

I can't tell you how to fix your internet. You'll have to talk to a technical professional if you aren't able to identify the problem yourself
yeah i want to fix packet loss how am i supposed to play with 80-100% packet loss

You are going to have to figure out what the cause is before you try and fix it
It can be so many different things
Can be your ISP, your ethernet cables, etc.
early round no packet loss but after 12-9 until 12-12 extreme packet loss
