its a part of valorant, it just shouldn't be on your desktop

idk as long as it doesnt bother you it really shouldn't do anything
just dont delete it from desktop and it will stay there but wont create additional ones
or drag into a folder

but if you're concerned about it, contact riot support as they know what files are theirs

Make sure you dont have show hidden files enabled for your desktop as this may cause that issue. DLL's are a way for computers to save memory, applications reference DLL's and only one copy of them needs to be stored in memory at a time.
